What’s different about refinancing a car loan in Kentucky
Vehicle titles in Kentucky are issued by the Kentucky Transportation Cabinet, Department of Vehicle Regulation (Division of Motor Vehicle Licensing), with title applications submitted through county clerk offices.
Kentucky treats an auto loan lien as discharged once the payoff reaches the secured party by cashier's check, certified check, or wire transfer, and the secured party must complete that discharge no later than ten days after receiving the payment, and must also deliver a copy of the termination statement to the borrower.
Under a Kentucky motor vehicle retail installment contract the buyer may pay the balance in full at any time before the stated maturity date. Where the finance charge was precomputed the buyer receives a statutory refund of part of it, and where it was computed by a simple interest method prepayment carries no penalty.

A Kentucky certificate of title itself carries the lienholder's name, mailing address, the date the lien was noted, the notation number, and the county where it was filed. Ownership cannot be transferred until existing liens are released, and no county clerk may issue a later title free of that notation until the discharge is recorded.
Before selling a repossessed vehicle in a Kentucky consumer transaction, the secured party must send the borrower a notice that describes any liability for a deficiency, gives a telephone number where the exact amount needed to redeem the vehicle can be obtained, and supplies contact details for further information about the sale.
In Kentucky a borrower, a co-signer, or another lienholder may redeem a repossessed vehicle at any time before the lender collects, sells it, contracts to sell it, or accepts it in satisfaction of the debt. Redemption requires tendering the entire secured obligation plus reasonable expenses and attorney fees, not merely the missed payments.

Beginning January 1, 2027, Kentucky will stop mailing paper titles to vehicle owners and will instead keep the title in the state AVIS record system, where the certificate is treated as physically held by the lienholder. An owner may request a printed title once the lien is satisfied in AVIS.
