What’s different about refinancing a car loan in Missouri
Vehicle titles in Missouri are issued by the Missouri Department of Revenue (Motor Vehicle services).
In Missouri the paper certificate of title is mailed to the vehicle owner with the lender's lien printed on the face of the title, unless a request is made to have the title mailed to the lienholder instead, so borrowers here usually hold the document itself during the loan.

Once the loan is satisfied, Missouri law requires the lienholder to release the lien within five business days by delivering a notarized release on the certificate or on a separate document to the owner, with escalating liquidated damages owed by lienholders that miss that deadline.
Refinancing places a new lender's lien on the vehicle, and Missouri law requires the owner to execute an application naming that lienholder with its address and the date of its security agreement, the lienholder to deliver a notice of lien to the Director of Revenue, and the Department to then issue a new certificate of ownership showing the new lienholder.
For consumer credit transactions made primarily for personal, family or household purposes, a Missouri lender generally may neither accelerate the unpaid balance nor take possession of the collateral until twenty days after giving the borrower written notice of the right to cure, and curing restores the borrower to their rights as though the default had not occurred.
Under Missouri's Uniform Commercial Code a debtor, any secondary obligor, or another lienholder may redeem repossessed collateral by fulfilling all obligations it secures plus the secured party's reasonable expenses and attorney's fees, but that redemption right ends once the lender disposes of the vehicle, contracts for its disposition, or accepts it in satisfaction of the debt.

A buyer under a Missouri motor vehicle retail installment contract may prepay the debt in full at any time before maturity, whether by cash, extension or renewal, and receives a refund credit for anticipation of payment calculated by the actuarial method, so the lender retains no more interest than was actually earned.
The Missouri Department of Revenue states that lienholder authorization is required to add or remove a name from a title while an outstanding lien exists, and that after payoff the owner applies for a new title at any Missouri license office by submitting the notarized lien release and the current title.
