What’s different about refinancing a car loan in Georgia
Vehicle titles in Georgia are issued by the Georgia Department of Revenue, Motor Vehicle Division.
Generally, only lienholders with liens on fewer than 5 vehicles titled in Georgia are permitted to record a lien on a traditional paper certificate of title, and the Department mails that paper title to the lienholder rather than to the owner.

When a lien is recorded electronically, the owner must contact the lender to release it electronically, because the Department of Revenue will not release a lien or security interest that is electronically recorded.

After a paper title's lien is released it must be mailed or delivered to the next recorded lienholder within five days of the date their interest was satisfied, or to the vehicle owner if no other lienholder is recorded, and Form T-4 Lien or Security Interest Release is provided to the owner when the title is not available at the time of release.

Georgia law generally requires the lienholder to send the borrower notice within 10 days of a repossession by registered or certified mail or statutory overnight delivery, and the borrower usually has the right to get the vehicle back up until it is sold by paying the outstanding loan amount in full plus associated fees.
