What’s different about refinancing a car loan in New Jersey
Vehicle titles in New Jersey are issued by the New Jersey Motor Vehicle Commission (NJMVC).
Paying off a New Jersey auto loan does not automatically clear the lien from the state record; the Motor Vehicle Commission continues to show the lien until the owner applies to remove it and supplies an original signed lien release on the lienholder's letterhead.

While a loan remains outstanding in New Jersey the lending institution holds the certificate of title, and the Motor Vehicle Commission mails a newly issued title directly to the lien holder rather than to the vehicle owner, whether that lienholder is located in state or out of state.
New Jersey law directs the Motor Vehicle Commission to operate an electronic lien and titling system and requires lienholders to participate in it, exempting individuals and those lienholders not normally engaged in the business of financing motor vehicles who are administratively exempted by the chief administrator.

A New Jersey borrower may redeem a repossessed vehicle at any time before the lender sells it, contracts to sell it, or accepts it in satisfaction of the debt, but redemption requires tendering the whole secured obligation plus reasonable expenses, not merely the missed payments.
Before reselling a repossessed consumer vehicle a New Jersey lender must send the borrower a reasonable authenticated notice of disposition that describes any liability for a deficiency and supplies a telephone number the borrower can call to learn the exact amount needed to redeem the vehicle.
When a repossessed consumer vehicle is sold in New Jersey the lender must send a written explanation of how any surplus or deficiency was calculated, delivered before or when it first demands payment of the deficiency and within fourteen days of a borrower's written request.
