What’s different about refinancing a car loan in South Carolina
Vehicle titles in South Carolina are issued by the South Carolina Department of Motor Vehicles (SCDMV).
South Carolina Code Section 37-3-209 provides that a debtor may prepay in full the unpaid balance of a consumer loan, refinancing, or consolidation at any time without penalty, subject to the statute's separate provisions on rebate upon prepayment.

Under Section 56-19-265, any lien or encumbrance on a South Carolina motor vehicle must be noted on the printed title or electronically through the Department of Motor Vehicles' Electronic Title and Lien System, and subsequent lien satisfactions may be electronically transmitted to the department including the name and address of the person satisfying the lien.

After a creditor delivers or mails the written notice of the consumer's right to cure required by Section 37-5-110, Section 37-5-111 allows the consumer twenty days to cure a payment default by tendering all unpaid sums due at the time of tender, without acceleration, plus any unpaid delinquency or deferral charges.
